When a listing using the Out-of-Stock feature has zero quantity, listing fees are refunded if the listing remains in the Out-of-Stock state for an entire billing month.
If a listing remains out of stock for three consecutive billing months, the listing is ended by eBay.
Note: For multiple-variation listings, when each individual item in a multiple-variation listing has zero quantity, the entire listing is considered to be in the Out-of-Stock state.
